Stamp Duty in Meghalaya 2026 — Calculator & Rates
Male buyer 9.5% · Female buyer 9.5% (no rebate) · Registration 0.98%.
Meghalaya stamp duty — what makes this state different
The Indian Stamp Act applies primarily to non-tribal Shillong municipal pockets. Most of Meghalaya — Khasi Hills, Jaintia Hills, Garo Hills — falls under Sixth Schedule Autonomous District Councils (KHADC/JHADC/GHADC) where land is community-owned and non-tribals cannot acquire freehold. Slab applies as step on entire consideration. As of last published rate.
Three-tier slab introduced 2017 to capture Shillong premium-property uplift. Schedule reconfirmed 2023.
Women-buyer policy
No statutory women rebate. Khasi/Jaintia matrilineal custom routes inheritance through youngest daughter, but this is customary law and not a stamp-duty rebate.
How the slab is applied
A flat at ₹95L attracts 9.5% on full ₹95L (₹9.02L), not just on the ₹5L above ₹90L.
- 4.6% on consideration up to ₹50 L
- 6% on consideration ₹50 L – ₹90 L
- 9.5% on consideration above ₹90 L
Tribal-area, SC/ST and agricultural-land rules
ADC areas follow Council-fixed nominal fees instead of Indian Stamp Act. Non-tribal purchase generally restricted to leasehold in cantonment / municipal pockets. ST-to-ST transfers attract ₹500 flat.
How to pay Meghalaya stamp duty online
Meghalaya accepts e-Stamp through SHCIL for any amount above ₹500. Generate the e-Stamp challan at Meghalaya Revenue & DM ↗.
Steps: (1) Compute duty using the calculator. (2) Generate e-Stamp on SHCIL or state portal. (3) Book sub-registrar slot online. (4) Carry buyer + seller (with two witnesses), Aadhaar, PAN, recent property tax receipt, encumbrance certificate, and the executed sale deed in two originals. (5) Biometric capture at sub-registrar; registered deed released within 7 working days.
Common mistakes that void the registration
- Under-declaring consideration below circle rate — sub-registrar levies on circle rate; gap becomes taxable under section 56(2)(x).
- Wrong stamp paper denomination — using ₹500 stamp for ₹1Cr deed will be rejected; e-Stamp avoids this.
- Missing two witnesses — Section 32 of Registration Act requires two witnesses physically present with PAN/Aadhaar.
- Stale encumbrance certificate — most sub-registrars require EC dated within 30 days.
- Power of Attorney not stamped separately — PoA itself attracts duty in Meghalaya and must be registered before executing the sale deed.
Estimates only. Verified against Meghalaya Revenue & DM. Always confirm the latest circle rate notification before drafting the agreement to sell.
