Hyderabad's plot market looks cheap compared to Bangalore and Chennai, but since 2023 the HYDRAA agency has demolished dozens of layouts that sat inside lake FTL or buffer zones — some with registered sale deeds and municipal khata. "Registered" is not the same as "safe to build". This hub ranks the 15 layouts we rate seriously and calls out every HYDRAA-risk micro-market.

Jurisdictions you'll see in Hyderabad

  • GHMC — Greater Hyderabad Municipal Corporation core, highest trust.
  • HMDA — Hyderabad Metropolitan Development Authority, 7,257 sq km. Approval + LPA number must be verifiable at hmda.gov.in.
  • DTCP Telangana / Gram Panchayat — outside HMDA. Gram-panchayat approval alone is not a planning sanction.
  • HYDRAA — not an approving authority. An enforcement agency that demolishes illegal construction in lake FTL/buffer, nalas, government land.

HYDRAA-risk zones we down-weighted

  • Lake FTL + 30m buffer — notified lakes of Osmansagar, Himayatsagar, Durgam Cheruvu, Hussain Sagar, Sahebnagar, Miyapur tank, Hayathnagar tank.
  • Nala encroachment belts — parts of Gachibowli drainage axis, Kapra, Uppal stream lines.
  • Outer-ULB gram-panchayat layouts — legal but easy to misrepresent as HMDA. Buyer bears HYDRAA risk.

Red flags specific to Hyderabad plot sales

  • "HMDA approval applied for" on the brochure with no LPA number
  • Layout drawings show roads inside what the revenue map marks as kancha / nala
  • Developer citing TS-bPASS permission as layout sanction — it is not
  • Plots with registered sale deeds but GHMC / HMDA khata never issued post 2 years
  • Outer-ULB "gated community" where access road is on private or disputed land
