Karnataka-specific property ownership record maintained by BBMP that registers the property in the local body assessment register. Required for property tax payment and utility connections in Bangalore.
What is a Khata Certificate?
A Khata (the word means "account" in Kannada) is a revenue document maintained by the Bruhat Bengaluru Mahanagara Palike (BBMP) or the relevant gram panchayat/city municipality in Karnataka. It registers a property in the local body assessment register, assigns a Khata number, and records the owner name, property address, and size. A Khata is not a title document — it does not prove ownership — but it is essential for all local authority interactions related to the property.
A-Khata vs B-Khata
This distinction is the most important thing a Bangalore property buyer must understand:
- A-Khata: Property is fully approved and within BBMP jurisdiction. Building plan was sanctioned, property meets all regulatory requirements. Property can be freely bought, sold, mortgaged, and used as home loan security. All banks accept A-Khata properties.
- B-Khata: Property is irregularly developed — typically a revenue site (converted agricultural land) that was developed without proper BBMP approval. Property exists in BBMP records for tax collection purposes but is not treated as a fully approved property. Cannot be used as home loan security by most banks. Resale is difficult. Government regularisation is uncertain and has been promised but delayed multiple times.
Do not purchase a B-Khata property unless you have specific legal advice and are fully aware of the regularisation risk.
e-Khata and Khata Transfer
Karnataka has moved to e-Khata (digital Khata) through the Sakala/BBMP online portal. When you purchase a property, you must apply for Khata transfer (mutation) to change the Khata from the seller name to your name. Process:
- Obtain sale deed and property documents
- Visit BBMP ward office or apply online at bbmp.gov.in
- Submit application with sale deed copy, property tax receipts (no dues certificate), and encumbrance certificate
- Pay transfer fee (typically Rs 2–5 per sqft of property area)
- Processing time: 30–60 days under Sakala timeline
